The "Action Plan" proposes that through three years of comprehensive management, we will significantly reduce the amount of land-based pollutants entering the sea and significantly reduce the inferior Class V water bodies of rivers entering the sea; achieve stable and up-to-standard discharge of industrial direct-discharge sea pollution sources; complete the cleanup of illegal and unreasonable sewage outlets into the sea; build and improve the prevention and control system of ports, ships, breeding activities and garbage pollution; implement the most stringent sea reclamation control, continue to improve the ecological functions of the coastal zone, and gradually restore fishery resources; strengthen and improve environmental risk monitoring, early warning and emergency response capabilities.

The "Action Plan" determines the implementation of four major actions, including land-based pollution control actions, marine pollution control actions, ecological protection and restoration actions, and environmental risk prevention actions, and clarifies quantitative indicators and completion time limits.

Implement river pollution control for state-controlled rivers that enter the sea, and promote pollution control of other rivers that enter the sea; carry out traceability inspections of sewage outlets into the sea, strictly control the discharge of industrial direct discharge into the sea pollution sources, implement the rectification of direct discharge into the sea pollution sources, and achieve the stabilization of industrial direct discharge into the sea pollution sources Efforts should be made to meet emission standards and complete the cleanup of illegal and unreasonably set sewage outlets into the sea; promote the cleanup and rectification of "scattered pollution", prevention and control of agricultural and rural pollution, and prevention and control of urban domestic pollution; and reduce the amount of land-source pollutants entering the sea through comprehensive treatment of land-based pollution.
